Description: Department of the Air Force is at present recruited SAFETY AND OCCUPATIONAL HEALTH SPECIALIST (ART) right now, this job will be placed in Utah. THIS IS A 90 DAY STANDING REGISTER

This is an ART position. The incumbent is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies. The incumbentÂ's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.

Incumbent may be required to fly in commercial and military aircraft to perform temporary/permanent duty assignments.

This position is locate! d in the 419th organization, Hill AFB, UT. However, the roster! established from this announcement may be used for 90 days to fill other like positions at Hill AFB.

As an Safety & Occupational Health Specialist Air Reserve Technician (ART), GS-0018-11, you will manage the installation weapons/explosives safety program,! to assist with the ground safety and occupational health program, and ! where applicable, to provide safety services to tenant organizations at AFRC host installations.

You will also:

  • Plan, direct, coordinate and evaluate all activities necessary to the overall management of the installation weapons safety program.
  • Plan and conduct formal investigations of mishaps and hazardous conditions involving personal injury, property damage, and cases of occupational illnesses covering a wide range of work operations and conditions related to various explosives accidents.
  • Develop specialized operating practices modifying or departing from standard techniques when necessary, based on interpretation of policies, standards and instructions applicable to weapons/explosives safety.
  • Review plans and specifications for new construction, major building alterations, and/or changes in installation equipment and monitor project through completion to ensure compliance with safety codes and standards
  • De! velop and provide technical weapons/explosives safety training/instruction to management, supervisors, employees and unit safety representatives on a wide range of work operation areas.

SPECIALIZED EXPERIENCE:
You must have one year of specialized experience (52 weeks of full time experience) at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find this experience in work within this field that is closely related. To be creditable, the specialized experience must have been equivalent to the next lower grade level GS-09,

pay band or equivalent. Specialized experience is described as

managing munitions safety or occupational health program elements; developing and recommending safety and occupational health policy to higher levels of management; applying safety and occ! upational health laws, regulations, principles, theories, practices, an! d procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; analyzing or evaluating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards; inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects; work in occupation! al fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

EDUCATION SUBSTITUTION:
A PH.D. or equivalent doctoral degree OR three (3) full years of progressively higher level graduate education leading to such a degree OR your LL.M. Major study- safety or occupational health fields (safety

, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology.

OR COMBINATION OF EXPERIENCE AND EDUCATION:

quivalent combinations of successfully completed graduate level education as described above which demons! trates the knowledge, skills and abilities necessary to do the work of ! this position and Specialized Experience directly related to the work of the position, as outlined above.

HOW YOU WILL BE EVALUATED:
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

Knowledge of established safety and occupational health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation weapons/explosives and ground safety program; the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of normal occupational safety problems/health risks, and formal reporting procedures: and risk assessment methods and techniques for evaluating normal occupational safety and health risks.

! 2. Knowledge of basic construction standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards.

3. Knowledge of munitions/armament systems and munitions maintenance, handling and storage practices and weapons/explosives training techniques, methods, and materials sufficient to prepare and present formal training and instructional sessions.

4. Skill in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions in proposed facilities.

5. Ability to plan and to organize own work, and to meet deadlines.

PART-TIME OR UNPAID EXPERIENCE

:

Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and r! esponsibilities in each position held and the number of hours per week ! spent in such employment.

PHYSICAL EFFORT

:

Work requires regular and recurring physical exertion related to frequent onsite inspections and surveys requiring considerable standing, walking, climbing, bending, crouching, stretching, reaching, or similar movements. Occasionally there may be a need to lift and carry moderately heavy objects weighing less than 25 lbs.

The work may require some degree of agility and dexterity when it ! involves inspecting construction sites.

WORKING CONDITIONS:
Work involves regular and recurring exposure to hazards, unpleasantness, and discomforts such as moving machine parts, shielded radiation sources, irritant chemicals, acid fumes, physical stresses, high noise levels, adverse weather conditions, and high temperatures from steam lines. Protective equipment and clothing may be needed, including hard hat, appropriate safety shoes, ear muffs or plugs, goggles, respirators, and gloves.
