It is required applicants have the ability to climb, walk, sit, kneel and bend in varied, outdoor terrain to access properties, collect field data, and perform measurements.
Due to the nature of this position, successful applicants are subject to a background check.
The State of Utah has legislated that ad valorem real property appraisal work must be in compliance with Federally regulated appraisal standards.
Within three years of the date of hire the successful applicant must obtain at a minimum a Certified Residential Appraiser license to maintain employment with the Assessor's Office, and in accordance with the State appraiser designation program pursuant to Utah Code Ann. 59-2-701, 59-2-702 and rule R884-24P-19, obtain a State Ad Valorem General Real Property Appraiser designation. Additionally, the incumbent must maintain the license and designation by completing 28 hours of continuing education every two years.
In accorda! nce with Salt Lake County Policy #5415, Training Repayment Agr! eement, the Assessorâs Office will require the successful applicant to remain employed with the Assessorâs Office for a minimum of two years after earning an appraisal license (all levels) or repay the County for the expenses incurred for the education and/or training.
An incumbent may not perform appraisals within Salt Lake County, independently of this position as this has been deemed a conflict of interest by the Salt Lake County Attorney.
Position Description:
JOB SUMMARY
Performs appraisals on all types of commercial properties in Salt Lake County.
The commercial appraisal section of the Computer Assisted Mass Appraisal Division (CAMA) of the Assessor's Office is responsible for the identification and valuation at fair market value of commercial property including vacant commercial land, improved commercial properties, unique commercial properties such as cemeteries, nursing homes and golf courses, and complex commercial pr! operties with fair market value in excess of $50 million in Salt Lake County for ad valorem tax purposes using computerized mass appraisal systems and industry standard appraisal techniques in compliance with Federally regulated appraisal standards as legislated by the State of Utah. Field inspects properties to collect and analyze data elements, such as square footage, building style, grade and quality of building materials, conformity to area, age, neighborhood, environmental influences, lease and property income. Represents the Salt Lake County Assessor to taxpayers with regard to valuation and property tax questions. Represents the Salt Lake County Assessor regarding appeals of value and taxable status to the County Board of Equalization by performing re-inspections, written narratives and appraisals and participating in mediations with taxpayers, tax representatives and taxpayer's attorneys. Assists in the defense of value and taxable status at the State Tax Commission! and Court appeals.
MINIMUM QUALIFICATIONS Grade 26
Bachel! or's degree in any field.
Grade 28
Licensed as a Certified Residential Appraiser plus a State of Utah Ad Valorem General Real Property Appraiser designation.

ESSENTIAL FUNCTIONS
Appraise all types of commercial properties including vacant commercial land, improved commercial properties, unique commercial properties such as cemeteries, nursing homes and golf courses, and complex commercial properties with fair market value in excess of $50 million
Field inspects properties to collect and analyze data elements, such as square footage, type, grade and quality of building's materials, conformity to area, age, neighborhood and environmental influences
Collect rent, lease and property income data
Represents the Salt Lake County Assesso! r regarding appeals of value and taxable status to the County Board of Equalization by preparing written narratives and appraisals, performing re-inspections, participating in mediations with taxpayers, tax representatives, and taxpayer's attorneys
Represents the Salt Lake County Assessor to taxpayers with regard to valuation and property tax questions
Assists in the defense of value and taxable status at the State Tax Commission and Court appeals
Collects and analyze commercial sales and rental data on all types of commercial property and land for use in valuation development
Creates and uses complex computer programs; develops queries to locate problems and inconsistencies
Develops commercial land tables with values for all classes of commercial properties; collects and verifies vacant land sales data within geographic boundaries or neighborhoods
Researches and responds to the Manager, Division Administrator, Assessor, and the public on difficult o! r controversial situations
