JOB SUMMARY:
Hill Air Force Base provides worldwide engineering and logistics management for the F-16 Fighting Falcon, A-10 Thunderbolt II, and the Minuteman III intercontinental ballistic missile, and performs depot maintenance of the F-16, A-10, and C-130 Hercules aircraft. The base is located between Ogden and Salt Lake City. The area is known for year round activities, including skiing, hiking, boating, extreme sports, fishing and hunting, with four distinct seasons, low humidity and moderate snow fall in the valley.

DUTIES:
As a Safety and Occupational Health Manager, GS-0018-11 Potential GS-12, you will perform inspections and recommendations of abatement actions for hazards identified. You will also:

    Provide assistance to organization supervisors and employees who assis! t in the implementation of the Air Force Safety Program.
  • Work with experienced GS-12 Safety Specialists to gain experience in making decisions and analyzing issues.
  • Follow limited procedures and refer specific problems to supervisor or designated employee for assistance and/or decision.
  • Gain experience to be able to fully perform all the duties at the GS-12 level to manage the base-level ground safety and occupational health program for a complex multi-mission installation involving diverse ground aviation and industrial safety and occupational activities and provide advisory safety services to a number of tenant organizations.
  • Plan investigations and analyze mishaps and hazardous conditions to determine origin, causes, and contributing elements and prepares written evaluation reports concerning findings.
  • Prepare supplements to regulations and manuals and develop specialized local regulations defining mishap prevention, handling,! and storage procedures based on interpretation and/or adaption of higher command instructions and policies formulated by other federal government agencies.
  • Review plans and specifications for new construction, major building alterations, and/or changes in installation equipment and monitor project through completion to ensure compliance with safety codes and standards.
  • Develop and provide technical safety training/instruction to supervisors, employees, and/or unit safety representatives on a wide range of work operations areas, such as traffic safety techniques, proper storage of hazardous materials, common laboratory hazards, and building evacuation procedures.
QUALIFICATIONS REQUIRED:
SPECIALIZED EXPERIENCE: You must have one year of specialized experience at a level close to the work of this position that has given you the particular knowledge, skills and abilities required to successfully perform. Typically, we would find ! this experience in work within this field that is closely related. To b! e creditable, the specialized experience must have been equivalent to the next lower grade level.
Filling at the GS-11 level: The next lower grade level is GS-09, pay band or equivalent.

Filling at the GS-12 level: The next lower grade level is GS-11 , pay band or equivalent.

Specialized Experience is described as managing safety or occupational health program elements; developing and recommending safety and occupational health policy to higher levels of management; applying safety and occupational health laws, regulations, principles, theories, practices, and procedures to advise on or resolve technical matters dealing with occupational safety and health requirements; developing safety and occupational health standards, regulations, practices, and procedures to eliminate or control potential hazards; developing or implementing programs to reduce the frequency, severity, and cost of accidents and occupational illnesses; analyzing or evalu! ating new and existing jobs, processes, products, or other systems to determine the existence, severity, probability, and outcome of hazards; designing or modifying workplaces, processes, products, or other systems to control or eliminate hazards; inspecting or surveying workplaces, processes, products, or other systems for compliance with established safety and occupational health policies or standards and to identify potential new hazards; training of workers, supervisors, managers, or other safety and occupational health personnel in safety or occupational health subjects; work in occupational fields such as industrial hygienist, safety engineer, fire prevention engineer, health physicist, and occupational health nurse.

HOW YOU WILL BE EVALUATED:
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level o! f knowledge, skills, abilities and/or competencies in the following are! as:

1 . Knowledge of established safety and occupational health principles, practices, procedures, laws, regulations, and current legislative issues as they relate to the military installation weapons/explosives and ground safety program; the requirements, methods, and techniques of accident and mishap investigation, analysis, resolution of normal occupational safety problems/health risks, and formal reporting procedures: and risk assessment methods and techniques for evaluating normal occupational safety and health risks.
2. Knowledge of basic construction standards, methods, practices, techniques, materials, and equipment to determine compliance with regulations and standards.
3. Knowledge of standard training techniques, methods, and materials sufficient to develop and present formal training and instructional sessions.
4. Skill in the interpretation of engineering drawings and specifications sufficient to identify hazardous conditions in proposed fa! cilities.
5. Ability to plan and to organize own work, and to meet deadlines.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid work on the same basis as for paid experience. Part-time experience will be credited on the basis of time actually spent in appropriate activities. To receive credit for such experience you must indicate clearly the nature of the duties and responsibilities in each position held and the number of hours per week spent in such employment.

Occasionally, there may be a need to lift and carry moderately heavy objects. The work may require some degree of agility and dexterity when it involves inspecting construction sites.

WORKING CONDITIONS: Work involves regular and recurring exposure to hazards, unpleasantness, and discomforts such as moving machine parts, shielded radiation sources, irritant chemicals, acid fumes, physical stresses, high noise levels, adverse weather conditions, and high temperatures from steam lines. Protective equipment and clothing may be needed, including hard hat, appropriate safety shoes, ear muffs or plugs, goggles, respirators, and gloves.
